Cuba is poor, not a large military, but they do a very good job at presenting and defending itself to the world: poorer countries are often better at soft power (citizen"s participatory aspect, not just government) Solidarity respects the other person, looking at each other from the perspective of equality and realizing you have a lot to learn from other people.
