Also: geography, international condemnation, lack of political will, lack of civilian support, threat of american military reaction, etc. Values stable convictions that certain types of behavior, courses of action and outcomes are preferable than others. Beliefs how certain ideas and concepts fit together: values + beliefs => attitudes => behavior.
