He determined that the idea of surveying subjects allowed them to be reformed; power over people can be the result of merely observing them. By using foucault"s technique, which is not to be mistaken with presentism the act of analyzing a historical event and applying modern ideas and concepts we can help to answer questions such as: Foucault: where there is power over us, there is resistance. If power always meets resistance, there is never a way to settle the past.
