Anybody who experience high quality pleasure would choose it more but it seems to provide problems with utilitarianism. In effect, what mill is doing is that he is giving himself a motive to be snobbish and consider things which are more valuable. He promised to give foundations for morality now the foundation that he provided. There are high class people who care about the good things but there are low class people who care about the opposite. In terms of pleasure that is being provided, there is no other way to measure than the feeling it provided. Problem 2: utilitarianism has difficulty with matters of principle rights, for example ad virtues we might value above pleasure. What about convicting an innocent person in order to prevent dangerous riots: mill would say go ahead and convict to prevent further pain. Conflict between something to be considered as principle and what would generate most happiness.
