Brazil: military dictatorship unable to move bourgeoisie completely out of the way (the bourgeoisie was too powerful, had a rich, large and well connected business class. Lead to clientalism ( see last class notes) As such, military was unable to create a traditional organic statist society : dictatorship created the foundation for its own demise because they were appeasing the bourgeoisie and allowing it to grow. Working class was autonomous therefore regime unable to impose concession theory. Bourgeoisie and working class continued to expand. Started to demand things (ie. the rule of law) Business class more interested in having a voice. Think rule of law is a good thing (had different values than that of organic statism) Therefore, results in 21 years of a balancing act. However it is creating social forces that will eventually want the rule of law, parliament, democracy ect: 1969-1970.
