People are being arrested because of their secessionist views. America is against an independent kurdish nation because they are not in favour of breaking up the nation. State government authorities are generally the perpetrators of genocide. Genocide - concept coined by raphael lemkin in 1943-44. The contracting parties confirm that genocide, whether committed in time of peace or in time of war, is a crime under international law. These points re generally criticized as being too broad. Armenian genocide people were forced to march into desert and not given water. Article 2 does not expressly state that genocide requires the actual killing of people. These points can also be accused of being too narrow. The disabled and homosexuals (both groups targeted by the natzies) are not included in. Social classes are not included in article 2. Class genocide can be seen in the ukrainian genocide. Killing political opponent groups is not considered a genocide.
