But also, first nations are separate from general canadian population. Try to make sense of the various positions. Depending on your objective, you will favour different positions. A law is not proper if it establishes different statuses for the people. Roman law - cannot establish different status within a common citizenship. However, in norway, sami people have special cultural rights like linguistic rights. No system of reserve like in canada or us: no statistical proxy - first nations people are much worse off than the average population. However it is not true that every first nations are all poor. Therefore, if we target a general population to counter specific populations, the problem is that we will help a lot of people. However, some first nations are not poor, and they will not need help.
