Each country has diff regulations, therefore have specific domestic requirements. You want it out of one base (ca = developing ip) but because of specific requirements, almost have to set up, so one central head office but taking care of individual countries. Erode domestic competitiveness in short term (benefits from knowledge in long term) Govt policy, culture, communication issues may come up. Need to match culture, understand, invest time. Political parties change, may not want you anymore - risk and instability, so be careful about picking. Mncs subject to rules of home country e. g. environment.
