Outcome management requires more than measurement and performance; performance and accountability demands lead to discrete outcome reporting based on client satisfaction, client change, and cost benefit. Assessment of processes and review of case plans can identify if the program strategies as outlined in the program design are actually being used. I think that what the youth expected as outcomes varied, especially based on how many residences they had been in previously and their past experiences in them. Because the practitioner is the intervention it is more difficult to control the variables going into the intervention, creating trained robots .
