Commission advocated federal government funding for arts activities. Number of other countries (germany, soviet union) really advocated cultural institutions and used it as political tool. Saw canada as extension of american military. Universities were solely there as a teaching facilities; very little research being done. Foster/promote the study of works in the arts . Argued that this was federal intervention in provincial jurisdiction in culture. The massey commission appointed in 1949 by prime minister louis st. laurent. The commission was chaired by vincent massey and issued its landmark report in 1951. After investigating the state of arts and culture in canada, the massey commission advocated for the federal funding of a wide range of cultural activities, and made a series of important recommendations. Resulted in the founding of the national library of canada, canada council for the arts, federal aid for universities and the conservation of canada"s historic places, among other initiatives.
