The process of replacing long-stay psychiatric hospitals with less isolated community mental health services for those diagnosed with mental disorders or developmental disabilities. That is, replacing in-patient with community-based, out patient care. Problem: thousands released from mental health facilities community-based services not equipped to meet demand. People released w/o adequate support to keep disorder under ctrl. Link to homelessness: people with mental health problems face challenges in accessing the general housing and rental markets in canada and often experience housing insecurity and homelessness. Mental health became out of ctrl, no support sys to help. Concurrent disorder; suffers from more than one mental health issue. Police officers have been described as the informal first responders of our mental health system due to the frequency that they are in contact with those with mental illness. If police don"t have proper training, tend to arrest. Can research, high lvls of empathy towards vulnerable populations. Many police services have developed specialized trainings.
