This policy has been around since the (cid:883)99(cid:882)"s. )f crime went down in the (cid:883)99(cid:882)"s by 3(cid:882)% what a success this policy was, Policy isn"t effective cause other places saw a 6(cid:882)% drop and you only had a offences that you would see a larger decline but they couldn"t find it. Could be that people started undercutting the policy (cid:523)police officer didn"t charge if they saw it was going to be there 3rd strike(cid:524) so they weren"t sure if. Looked at the targets (offences) of the 3 series legislation.
