Crm402: mental health issues, criminal offending and the criminal justice response. How deinstitutionalization is theorized to be related to the criminalization of the mentally ill . The proportion of arrested and incarcerated persons with mental health issues is large and growing/increasing. Multi-phenomenon; many factors as to why something happens. Examples; arresting mental ill for minor offences (disorderly conduct), person arrested and criminalized rather than getting help for person. Deinstitutionalization played a key role in creating this situation. Eg; not letting homeless person use washroom so they go in public, arrested and charged. Could have been avoided if was allowed to use the washroom in first place. A process that began in many western nations in the 1970s. Involves replacing long-stay psychiatric hospitals (asylums) with less isolated community mental health services for those diagnosed with mental health issues and/or developmental disabilities (i. e. involves replacing long-term in-patient care with community-based, out-patient care).
