Deinstitutionalization played a key role in creating this situation. Eg; not letting homeless person use washroom so they go in public, arrested and charged. Could have been avoided if was allowed to use the washroom in first place. A process that began in many western nations in the 1970s. Involves replacing long-stay psychiatric hospitals (asylums) with less isolated community mental health services for those diagnosed with mental health issues and/or developmental disabilities (i. e. involves replacing long-term in-patient care with community-based, out-patient care).
