Later medieval & early modern england : constables & night watchmen. Starting to see controlling and crime prevention but not yet crime solving. Law enforcement was still communal, it was up to the victim to bring the prosecution up to court. Once there is enough people living in the same place, they would pool their resources and hire someone as a security guard.
