Warrant is to see if police has reasonable grounds to arrest the accused. The person who is accused of committed a criminal offence to appear in court at a particular crime. If the accused does not pose a threat to community or cannot obtain a warrant they can issue a summons. You can be charged for ignoring your summons. Justices of the peace have to see what kind of decisions to make how to. Every time you get into discretion it leaves room for investigation on bias whether some communities are treated a certain way by the cjs. Only 30% of charges are laid by the police move forward with a warrant of summons.
