They should serve as a deterrent: sometimes how they act as a deterrent does not work effectively. The prison population is disproportionate number of aboriginal people, people who suffered from poverty and addictions ect. Trends of a surplus of certain cultures increased and reflects social inequality. Defined by the idea that human being can be reformed and changed through education (not only intellectual education but also moral training). This is the shift where people thought they can be reformed. Inspired architecture of prisons and how prison systems are organized. A bunch of inmates are placed in cells and can all be monitored by one person. The prisoners are out in the open but did not know when they were being watched. When you"re locked up on this model you do not know when you are being placed under surveillance so the individual acts as though they are always under surveillance (enforces discipline).
