Robert Peele’s London Police
- As towns grew, there began to be the start of law personnel (towns hired night
watchers, bailiffs etc.)
- Industrialization and growth of cities in late 1800s
- Growth created anxiety about crime and disorder leads to innovations with regards to
policing
- In 1829 the first modern police force begins in London due to the increasing fear of
crime and disorder
- Concerns rise about police
- Robert Peele implemented rules on police: police will be proactive (presence of police
will decrease crime), impartial (would not take one person’s side over another based on
their status in society, police will use force only when necessary
- Police forces are then established in not only other parts of England but also North
America and other places
- Concerns that police are employees of government and that government is giving job in
exchange for loyalty (assumption that you will be loyal in return to being given a job by
government)
Canadian Policing
- RCMP, 1873 Northwest Territory
- RCMP created to keep the colonization successful
- RCMP under authority of federal government
- RCMP job is to enforce federal offences (customs, import, export etc.)
- Provincial police (provinces in charge of policing and have a police force but police
enforce provincial laws)
- Only three provinces have police force (OPP, SQ, RNC)
- Other provinces pay (contract) RCMP to do provincial policing
- Municipal police in charge of enforcing criminal code, provincial statutes but also
enforce municipal bylaws
- Regional police serve smaller communities/cities (rather than having police in every
little town, there is regional police that look over cities, i.e. Peel police, Durham police)
- Regional police are little towns coming together to look after all towns
- Smaller communities may have small municipal police force but may contract RCMP
