Someone who suffered a loss of damage (finance, physical, emotional, psychological, extension of the victim like a third party such as friends or family, breach contract) Someone who has had their rights violated. Someone who has been harmed, even unknowingly (new-age victims) Traditionally, if someone was hurt they could collect. Newer system involves criminal code and it is the state against the accused. We had a big shift in the 1980"s which brought to a change to change: victims and lobby groups. Victims moving into the system since they were not considered in court at all. Chinatown"s david chen video: citizen"s arrest, acquitted, harper passes the lucky moose legislation: reasonable period of time . Three areas that victims find themselves having a say in: informal policies: federal government is pushing for a victim"s bill of rights, which will articulate/specify what we have in the system. They"ll know what the next court days are, getting updates all the time.
