The most basic function of a community is to protect children from preventable injury, neglect, and abuse. The ability to safeguard the vulnerable us basic indicator of the wellbeing of the health and wellbeing of a community. Safeguards comprise of a framework of rights policies and duties that serve as a form of protective oversight. Fiduciary duty: by virtue of dependency or service relationship, an enhanced responsibility to act in the best interest of the individual is established. Duty to report: the legal obligation that any person report suspicions of child abuse or neglect to the cas. Child and youth servicing professionals hold an enhanced duty to report. Primary prevention programs community based services: pre and post-natal care, parenting classes, nutritional support, safe and affordable housing, child and youth care programs, risk prevention regulation. Direct care personnel screening: organizations serving vulnerable populations use a range of policies and procedures to safeguard client from abusive actions by caregivers.
