Provincial parlements of france refused to implement the royal decree . Parlement of paris declared the monarchical decree illegal (all controlled by the nobility) Louis xv was determined to break the control of the nobility. Abolished provincial parlements nobility refused but, more importantly, Louis xvi (1774-1792) restored the parlements; chose not to tax the nobility; this, plus, monetary aid supplied to the american colonies resulted in an over increasing debt. In 1786, louis xvi, chose to introduce a new land tax applicable to everyone (including nobles and clergy); 1787 witnessed a meeting of nobles, clergy, and the monarchy.
