France was at a new constitutional point: the directory. The directory did not reverse any social changes made by the jacobin club. France is in turmoil, they have yet to see an effective government that would bring stability. The directory in general did not have much support, and were facing lots of opposition. People were not fond of radical changes. Louis xvi"s you(cid:374)ger (cid:271)rother (cid:449)ho fled to the ger(cid:373)a(cid:374)i(cid:272) states e(cid:374)ds up coming back and is named louis the xviii. Many royalists were elected to the legislative assembly of france. September, 1797 the directory, concerned about the growing popularity of the royalists, decide they need military intervention to stop them. They call on a military officer napoleon bonaparte. Napoleon had helped the directory the last time they were in trouble (october, 1795) by ordering the french army to fire a cannon into a crowd of people to intimidate them.
