However, germany doesn"t have decoded facility in mexico. So the u. s embassy takes message, recodes message and send it to western union and vice versa. However, room 40 , was listening to the u. s cable. Britain wants u. s to war, so they set ethics aside and spied on the u. s. Room 40 finds the code, they break they code and find out.
