Britain"s hms dreadnaught started the global arms race to create world class submarines and ships to acquire global dominance. The journalists of the past, hyped up how many german spies were in britain and this has led to the british government creating a spy agency. Committee of imperial defence (cid) - created response to the german spies. Created the british secret service (bss) to combat the german spies and gather intelligence for britain. Political culture - back then the rich were very snobby and wealthy and look down at the general public as a bunch of stupid people. The rich do not invite people to talk to them, they just make decisions based on immediate scares. Spies are run by amateurs and the spies are amateurs. (ie. mi6) Mansfield cumming was the head of mi6 in 1909-1923, he seems to have a few screws loose, he is quirky. Mi6 was underpaid and they started of from scratch.
