Community health nursing: theoretical concepts, frameworks & nursing roles. Health promotion is value-laden enterprise that can lead to major ethical dilemmas. Ethical reflection on part of of the health promotion professionals is thus essential in order to understand and negotiate potentially conflicting fundamentally values and interests of the diverse stakeholders. Health promotion as a normative and acculturative enterprise. Health promotion is socially embodied value field promotes a sanitary culture, one that locates health at top of hierarchy of cultural values and social goals. Ethical issues also come through with people convinced that diseases are often self-inflicted: understanding can contribute to moralizing public discourse placing burden of responsibility on individuals for their illness. Normative and acculturating characteristics of health promotion activities are inherent in the mission of public health accepted but also to be critically analyzed. Ethics lies in the reflection and evaluation of best balance between the means and the goals of health promotion.
