Ohs module 9 - the external responsibility system. Ers is a system focused on parties outside of the workplace who have considerable influence and powers to control the workplace. The internal responsibility system (irs) is the foundational philosophy of the ohs legislation in all canadian jurisdictions as confirmed in the ohs legislation of both british columbia and nova. The primary goal of both the irs and ers is prevention of workplace injuries, illnesses and death. Parties that make up the ers include ministry of labour inspectors and the hrsdc labour.
