Variety of needs: conflict between two groups (seniors housing and growing population, both groups feel their needs are more immediate. Population analysis results must be included (useful and relevant) in study to account for a complete report. Recommendation 1: redo analysis to include in a revised report: rewrite the report, do estimates for demand school space, alternate options for housing units, how are other people, gov"ts, regions addressing the same problem. Recommendation 2: sit on population analysis results: this decision isn"t for one individual person to make. Identify it and disclose the information to colleagues and superiors to address it adequately. Format is in the form of a recommendation: give council recommendation not a decision; that is for council to do.
