Policy development involves the selection of choices about the most appropriate means to a desired end. Substantive policy: legalisation, programs and practices and govern substantive aspects of our lives, welfare, planning act, official plan. Administrative policy (admin) how you collect info and stats for a program; evaluations and reviews on it. Vertical policy: policy developed within an organization (corporate policy, how decision making happens (how decisions are made, going through the org hierarchy to get approval. Horizontal policy: across different organizations, gov"t of ontario making a deal with the federal"s government on funding, ex: trade policies between canada and the us, making deals with other governments. Reactive policy: policy that emerges as a result of a crisis, ex: autonomous vehicle policy, ex: flood plain policy (hurricanes) Proactive policy: pursued through deliberate choice, signs at the border to encourage investments in ontario/canada.
