The greatness of a city is not dependent on the building, but it"s the people. A world class city is one that takes care of it"s people. Town planning has two distinct but complementary meanings: should encompass the rational physical organization of a city, and the concept of better community living. Ancient mespotamia is where the world"s first cities appeared (4000-3500 b. c. ) The development could have occurred due to environmental conditions, lack of rainfall, people organized themselves to build canals for the irrigation of farmland, the need for protections. Whatever the reason, it was the first time in history that the humankind channelled its energies towards addressing the needs of a community. Ex: the sumerians learned to control the tigris and euphrates rivers by constructing irrigation canals, therefore stable food supply existed and the sumerian villages evolved into self- governing city-states.
