Region of upper tier municipality has the biggest responsibility to ensure growth plan conformity. Region passes op to conform to growth plan one in force it is the responsibility of the lower tier to conform to the upper tier. 2006 first growth plan first amendment: amended to add schedules employment growth forecasts for single and upper tier municipalities they allocate it to their lower tier municipalities, second amendment updated schedule 3 to 2041. 2017 growth plan: does same thing as 2006 about growth management across gghs looks at intensification and allocating employment forecasts, top down management region helps lower tier to implement their objectives. Municipal comprehensive review: look at whole municipality comprehensive review of growth management and employment lands, 2017 growth plan done by regional or single tier govt. Only regional municipalities can do this: regional municipality develop housing strategy affordable housing for the average income. Section 22 planning act private initiated official plan amendments.
