Why: everyone needs to agree what"s put into place, don"t want to bring it up because you don"t know how to fix it. First indian act legislated in 1876 than replaced in 1951 defining status, rights and policy making authorities of some 6600 band councils. Controversial white paper in 1969: high profile, wanted to abolish the indian act. Kind of isolated the people of aboriginal descent. All citizens should be canadian citizens: extreme backlash. Royal commission on aboriginal peoples 1996: format to collect info from indigenous people to change the issues, was not implemented recommendations are extensive and cover major areas many few recommendations were implemented, initiated from the government. Assumed all 600 bands were the same. First national financial transparency act 2013 (suspended enforcement dec. 2015 and under review) Indigenous peoples and communities: social, political, economic and environmental stakes are high; vested political and economic interests in status quo, challenges sovereignty.
