Neighbourhoods can be subjective keeping in mind that everyone defines their neighbourhood differently. Understand there is a difference between a geographic community and an interest or association community. Geographic communities: these communities are often created by local planners to assess what forms of needs, and services should be delivered where. Interest/ association: these ethnic enclaves are often created based on large waves of immigration coming from a specific ethnic group, these are often created out of familiarity or safety. Commercial: bia = business improvement area. Small businesses come together and join the bia, each member will pay an additional levee that the city will collect and they can determine how that money will be spent. They become an entity of the city of toronto and a local counselor will become the head of the bia if all businesses vote for it during a referendum. The city will match any projects being undertaken by the bia as a cost share program.
