Municipal: special purpose bodies (ie, school boards) Any governing system divided into at least 2 levels (ie, federal, provincial) Provinces have control over local government making a complex relationship between local government and federal. Federal and provincial government can go to court to determine jurisdiction, local government cannot. Local communities assembled to meet the needs was the earliest form. Thought of a cause close to the community that people could have a direct impact. Sparsely populated zones have no need and too few people too form municipality. Rural vs urban different in quality and quantity, urban has more people and likely more funding.
