Decriminalization: criminal sanctions removed from using drugs; there are fines associated with substance abuse. Legalization: legal to use, possess substance and there are still restrictions in place (i. e. ) needing to be a certain age to buy substances. Criminalization: cannot possess, distribute, use and are strict laws against it. Prohibition: enforce promote by government that the substance is bad.
