The effect on the natural environment, social well-being, and the local economy. The social, and social engineering aspect of planning is very pertinent. They help to manage the growth of the city, by designating areas for development. Planners designate a use for every parcel of land, which is called zoning (residential, commercial, industrial, maximum number of storeys/units, etc. ) Top down planning is planning focused on keeping the decision making process at the senior level, locality knowledge , knowledge possessed only by individuals on the scene.
