Generally results from the police imposing control or surveillance on individual or community activities at a level unlikely to occur in the dominant society. Usually results from a lack of preventive and supportive police services. The police practice of documenting the personal details of encounters with citizens usually with no charges laid. 2017: the regulation bans police from collecting identifying information arbitrarily , or based on a person"s race or presence in a high crime neighbourhood in certain instances. Discourse of denial racism is dismissed and attributed to individual actions. Discourses of blame the victim justice and policing is considered equal and neutral, therefore, crime is attributed to minorities cultural background or upbringing.
