Liblicense - a group that ensures that licenses are developed with libraries in mind. This can be hard for libraries to do on their own. Ontario council of university libraries - working together, they work on licenses for their whole group and they work on pricing. (they will come up in interlibrary loans) Written agreement between a library and a vendor, it is a contract.
