Policies let patrons know what kind of service they should expect and what behaviour is expected of them. Policies help everyone make sure they are on the same page. Referral - there may be a list of approved places you can refer someone to, Policy may say not to help directly on student assignments only point them to resources to help. Interpretation - may not be allowed or need disclaimers. Depending on library maybe have to use tip sheets or actually teach the patron through it.
