Change balance in material/gain control of scarce resources. Battle of wills along idealogical lines: sovereignty ad territorial integrity of a country are guaranteed (spiegel et al) Control over physical space: difficult to recognize single territory (sovereign territory) and establish recognition. After this, you need to secure from threats. Threats can come from control over physical space & ideational space. More influence than other actors and stay with control over their own territory. Different geopolitical blocks from different countries raising different concerns about cyber war and cyber security. Actions by a nation-state to penetrate another nation"s computers or networks for the purposes of causing damage or disruption (clark, 2010)
