This unit examines the specifics of this process, digging more deeply into the governance of mobile devices and services. As discussed in unit 3, government agencies consider administrative, market-based, and commons-based approaches to spectrum management. This process takes place in a structured field of negotiation involving stakeholders with diverse motivations.
