Neoliberalism: relating to a modified form of liberalism tending to favor free-market capitalism. Believes freedoms for humans = freedom from markets. Some examples of shifts from public to private. Specific deterrence: effects of punishment on those who have experienced it. General deterrence: effects of punishment on the general public. Someone may not shop lift because they know it is a crime and will be punishable. Yes and no it depends on the normatively and who you ask.
