Between 1983 and 1985, serial murder was extensively covered by all types of media outlets. Was implied that this disease (serial killing) was a large distinctive american problem. Concluded that serial murder was an epidemic in contemporary america, many active offenders at any given time, new wave was different as it had more savage ways to torture and mutilate victims. Initially estimated that serial murderers were responsible for 4000 deaths a year. Henry lee lucas confessed to 300 murders (it was 10) 1980s did experience a slight increase in serial murder but it only accounts for 2-3% of homicides in the us. Early estimates say serial murderers were responsible for 20% of homicides (unsolved motiveless homicides) Justice department also partially responsible for serial killer panic as they had to justify the creation of the fbi center for the study of violent crime. Fbi expanded its criminal data banks which was opposed by civil libertarians.
