Attempt to reduce sentencing discretion of judges who face appeals of their sentencing since they do not follow precedents. Under ycja, few youths receive adult sentences. Transfer hearings are not available but adult sentences are available for serious crimes. Extrajudicial measures and sanctions introduced under the ycja. Sentence lengths can be lowered if those agree to participate in treatment programs and custodial sentences with community supervision.
