Hypotheses are testable, but not provable cuz alt. explanations will always exist. Hypothesis testing shows sup of refutation of claims. A policy can be seen as a hypothesis (if then statement) Start with a theory and test whether data sup it. General to specific start with why and move to whether. Inductive reasoning (bottom-up approach) observation - pattern -tentative hypothesis - theory. Start with data & develop theory to explain it. * type of data not same thing as type of analysis. Pq: broader view of issues research question: specific way. Rq: specific way bad question : too broad, too subjective, not a question.
