How was it communicated and enforced: reduction of rights, restrict indigenous people to their reserves by denying their basic freedom to leave their reserves without a pass, the permit system controlled the freedom of selling and trading. What were its effects on first nations: they have no language skill, so they have to follow the policy and trying to survive, being labeled loyal or disloyal, need permit to go to neighbor and friends.
