Soviets to exploit the resources from each of the countries. 5 year plans were implemented which completely put them under the thumb of the soviets. He had been the one to give the orders, without him and no named successor, there was no-one to give orders. Khrushchev"s de-stalinization speech went everywhere and people were expecting more lenient responses from the soviet union. Furthermore the living standards were super bad b/c of soviet policies which made them think that if they rebelled they could break free.
