Aggression: actions in which one state violates the sovereignty. Emancipation not power or order produces true security. Basic division of labour- the people who actually do what provides security- paid, asked to take risks to their physical security. Not achievement of personal security in such states. Some states target their own citizens; police states, totalitarian states.
