Eg: policy measure to limit/prohibit cfcs under the montreal protocol. Banning the use of manufacturing of aersol cans that use cfcs and forcing companies to find substitutes. Some drawbacks of taking drastic measures: conflicting interests with free trade agrements. Disrupt sudden requirements that countries would find hard to conflict / costly mechanisms / common standards. Cap and trade syste m and permit system. In general terms, economists such as krugman will say that the best way to reduce behaviour that is disrupting is to put a cost on it! A flat rate for plastic fees ; garbage fee: strengths and weaknesses. An indulgence is the action of paying for the ability to degrade (pollute and religious) the environment to a certain extent.
