To put simply, there"s just simply no idea which everyone agrees. If an idea is inborn/innate, it should be the same for everyone even if such knowledge is limited but everything is contested = not innate. Locke says if there is no truth that everyone agrees upon, then there is no innate truth. Everything that comes into mind is furnished from our senses.
