Shue argues that who should bear the burden of acting on climate change depends on who has the greater ability to pay. That"s a matter of determining the correct (cid:498)future discount rate,(cid:499) which depends on assessments of future economic growth, as well as various ethical questions (degree of burden that we can morally let the future generations to take care of) Dealing with climate change is decision-making under (extreme) uncertainty. The uncertainty concerns not whether our actions will impact the environment, but: (i) how much it will impact the environment, and, (ii) how this will impact the lives of future people.
