Mental disorder defines their status & is cause of their criminal behaviour (for ncrmd), One group: offenders involved in cjs because of mental illness: those found unfit to stand trial and those found ncrmd mental disorder is primary focus of intervention. Third group: those not suffering from mental disorder & if they are, mental illness played only small role in their criminal behaviour mental illness is not a treatment target. Mental disorder as a primary focus of intervention. 5000 fitness evaluations conducted in canada each year and expected to continue to increase. A small number are found to be unfit to stand trial.
